When I open a new IM window before it goes into the power IM window the radio buttons (option, send, phrase etc) are not at the bottom of the window but off to the side. Is this some new glitch in AOL whickh has to be fixed with a Powertools update or can I fix it somehow?

Launch AOL. If the title bar reads "AOL Second Edition" you need to upgrade. This version has been experiencing the issue you've mentioned. Upgrading to AOL Security Edition cures the problem.
The latest version from Keyword: UPGRADE is: 4184.5326.

The title bar is simply the top bar of an application. It always identifies the name of the program you're using. It also contains the icons for maximizing, minimizing and closing your application.
