When i enter the chat room for my city: 1. The city chat room window is positioned such that the top of the window (at minimum title for chat room) are blocked by the AOL window title bar and toolbars. 2. I can't seem to drag it out of that position. i've looked in Help and tried to find "scroll" or "scrollbar" to maybe get a vertical scrollbar for the desktop but haven't found any way using those search words. 3. I've also tried changing preferences so the AOL window toolbars would disappear and expose what's blocked. No such luck. The chat room window is also moved up so its top is still blocked. Now what?

Right-click on the Toolbar > Uncheck the one or two of the bars from showing. This should allow you to easily grab and move the chat room window lower so you can re-enable the toolbars.
If this doesn't work, let me know.

no.. have tried hiding navbar, toolbar and menubar. each time the desktop just shifts up so the exact same top part of the chat window remains blocked and hidden behind title bar.

Another option is to use an option made available by AOL. Click on Windows (from the menu bar at the top of your monitor) and select "Cascade Windows". Then you can simply rearrange the window position and size to your liking.
OR --
You can delete the settings for the PowerChat window from the Windows Registry.
Exit PowerTools. Click on START > Point to RUN > Type in REGEDiT and hit Enter.
Double-click on the following folders:
HKEY_CURRENT_USER Software BPS SoftWare PowerTools 12
Right-click on each of the folders and select Delete:
RichChat Panes RichChat Window
Close the Registry Editor and launch PowerTools.
