will using the reg list assists people in getting into a chat room or if you can change all the colors of those marked reg at one time

The reglist will only prevent anyone you assign as a moderator from being able to ban/kick out someone on the reglist (only the room only will be able to do this).
At this time there isn't an option to automatically color people added to the reglist, you'll need to do this manually.

Also, there is an article on AOL that explains in more detail the Enhanced Room Owner features.
While on AOL, open a Keyword window (CTRL+K) and paste this information in:
aol://4344:1344.roomtool.10162651.755053285/
Then hit Enter.
