Is there way to turn off the scrolling feature of the regular chat? Whenever I post anything it is scrolled into the rooms, and I really don't like that.

No, this is hard coded into the PowerChat window and cannot be disabled. The "scrolling" allows you to bypass the AOL limitation of how many characters are allowed to be sent at one time.
Note: If you're using a faded scheme there is a lot of hidden characters which are used to fade the letters this causes *more* scrolling than usual.
